Özet
Son yıllarda devletin kamu hizmetleri sunumundaki rolünde önemli dönüşümler meydana gelmektedir. Yerelleşme politikalarının etkisiyle kamu hizmetlerinin sunumunda bütün dünyada merkezi yönetimden yerel yönetimlere yetki ve görev devri gerçekleşmektedir. Kamu hizmetlerinin sunumunda yerel yönetimlerin rolü giderek artmaktadır. Bu bağlamda merkezi yönetimle yerel yönetimler arasındaki yetki ve görev paylaşımı ile birlikte mali ve finansal kaynakların paylaşımı da önemli hale gelmiştir. Her ülkenin kendi siyasal, ekonomik, sosyal ve yönetsel koşullarına göre farklılık arz eden bu paylaşımın nedenleri, boyutları ve bu sürece etki eden gelişmelerin analiz edilmesi bu çalışmanın amacını oluşturmaktadır.

In recent years, important transformations have occured in the role of the state's public service delivery. Power and duty transfer has come into being from the central governments to local governments in all over the world in the delivery of public service with the effect of decentralization politics. The role of the local governments in the delivery of public service has been increasing gradually. For this reason, power and duty division between the central governments and local governments and also financial source sharing has started to become important. The aim of this study is the analization of developments that effects to this period and its dimensions, and the reasons of this division which is different to every countries' political, economical, social and governmental conditions.
